DEPARTMENT: Anchorage Water & Wastewater Utility
HOURS OF WORK: Monday - Friday, 8:00 am - 5:00 pm
LOCATION: 3000 Arctic Boulevard

Example of Duties
Under general supervision of the AWWU Field Service Manager, this position performs full level supervisory duties for the AWWU Field Service Permit Office. Position is responsible for advance planning for the office and staff including scheduling and training of personnel. Administers the AWWU Private System Program from the site concept through the review and approval of engineered plans, and review and approval of the record drawings. Oversees a Cross Connection Prevention Program. Processing of Utility locate request. Manage the AWWU Hydrant Use Permit Program, permitting, tanker vehicle inspection, and code enforcement. Issuance of Water and wastewater connection and extension permits for residential and commercial customers. Responsible for the scheduling of Field Service Journeyman and Meter Repair personnel for appointments and inspections. Participates in the decision making process for improvements to the AWWU infrastructure. Handles complex and difficult situations and/or issues with customers, contractors, and engineers. Responsible for the data input for the base programs such as Automated Permit System, Assessment Management System, AWWU Customer Service Billing System, Service Order Mobile Dispatch, and ArcGIS Mapping System. Provides support to the Field Service Manager, when necessary, is assigned as the acting Field Service Manager. Perform other required duties as assigned.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent, and seven (7) years of experience in the field related to the position.
OR
Associate’s degree in Accounting, Business Administration, Computer Information Systems, Finance, or similar discipline, and five (5) years of experience in the field related to the position.
OR
Bachelor’s degree in Accounting, Business Administration, Computer Information Systems, Finance, or similar discipline, and three (3) years of experience in the field related to the position.
Must possess and/or obtain:
- Satisfactory background check which includes criminal, education, and employment history.
- Backflow Prevention Assembly Tester/Inspector Certification within 180 days of hire.
- Code Enforcement Officer Certification within 180 days of hire.
Must possess the ability operate:
- Personal computer; automated permit system; telephone; calculator; Tel-dig system; Customer Information & Billing System; Assessment Management System; VHF Base Station; ArcGIS MapOptics; Copier; MS Office Suite; Work Management Sytem; Arc Reader; Visio; Fax; Arc Editor; Tokay.

Military Service Interview Preference
Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.
Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
