This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

DEPARTMENT: Anchorage Water & Wastewater Utility
HOURS OF WORK: Monday - Friday, 8:00 am - 5:00 pm
LOCATION: 3000 Arctic Boulevard
 
Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties

The Utility Financial Analyst is an advanced working professional level class position. Incumbents in this position are assigned primary responsibility for gathering, analyzing, and formatting financial data for its incorporation into revenue requirement, cost of service, rate design, and depreciation studies filed for approval with the Regulatory Commission of Alaska (RCA); performs special cost studies related to individual segments of utility operations; prepares and supports written testimony for regulatory filings; reviews and responds to customer, utility personnel, and RCA inquiries and complaints relating to the proper application of AWWU's tariffs and filings. Under general direction, the Utility Financial Analyst is expected to work independently, possess professional level accounting and analytical skills, have the ability to develop and utilize complex spreadsheets, and to possess or have the ability to gain substantial expertise in the regulatory field of rate making and tariffs. Perform other required duties as assigned.

Minimum Qualifications / Substitutions / Preferences

High school diploma, GED or equivalent, and seven (7) years of experience in the field related to the position. 

OR

Associate’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline, and five (5) years of experience in the field related to the position. 

OR

Bachelor’s degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline, and three (3) years of experience in the field related to the position. 

Preference:

  • Experience building or working within existing complex excel models.
  • Experience in governmental, or utility, or economic regulated environment.
  • Experience in oral and written communications to senior management, customers, consultants, or similar.
