Let's face it, nobody likes driving, biking, or walking around Midtown Anchorage.

DOT&PF and DOWL have teamed up to conduct a Planning and Environmental Linkages (PEL) Study of the area surrounding the Seward Highway from Tudor Road to 20th Avenue. The intersections in this corridor have some of the longest delays and highest crash rates in the state and there are challenges for both vehicles and non-motorized traffic trying to cross from the residential area on the east to the commercial area on the west.

Representatives from the project team will give an overview of the Midtown Congestion Relief PEL Study and explain how improvements to this critical Midtown Anchorage corridor will benefit everyone (businesses, consumers, drivers, bikers, and walkers). It's the perfect time for members of the public to ask questions and provide input on their priorities for transportation in Midtown Anchorage. 

Sean Holland, the DOT&PF project manager, and Renee Whitesell of DOWL, will give an overview of the Midtown Congestion Relief PEL Study and explain how improvements to this critical Midtown Anchorage corridor will benefit everyone (businesses, consumers, drivers, bikers, and walkers). It's the perfect time for members of the public to ask questions and provide input on their priorities for transportation in Midtown Anchorage.
 

Midtown Congestion Relief Planning and Environmental Linkages (P-E-L) Study Bio/Intro

The Midtown Congestion Relief Planning and Environmental Linkages (P-E-L) Study is a collaborative and integrated approach to transportation decision-making that considers benefits and impacts of proposed improvements to the environment, community, and economy during the transportation planning process.

P-E-L Studies:

  • Facilitate seamless decision making between planning and project development
  • Minimize duplication of effort
  • Promote environmental stewardship
  • Streamline project delivery
 

Sean Holland is the Alaska Department of Transportation and Public Facilities project manager for the Midtown Congestion Relief P-E-L Study. He has been a registered Professional Engineer since 1996 and has worked at DOT&PF since 2003 as a Project Manager.  He has managed the design and construction of many infrastructure projects throughout Alaska including:

  • Akutan Airport
  • Multiple projects at Anchorage International Airport
  • Glenn/Bragaw Interchange
  • Glenn Highway Milepost 0.0 to 1.5 Reconstruction

Sean lives in Anchorage with his wife Laurie and has three grandkids under the age of five.

Renee Whitesell leads DOWL’s Alaska transportation planning, traffic engineering and public involvement group. She has nearly 20 years’ experience in planning in the U.S., England and New Zealand, and has completed transportation policy documents, permits, Master Plans, Feasibility Studies and Planning and Environmental Linkages Studies for a range of organizations including:

  • Alaska Department of Transportation and Public Facilities
  • Alaska Railroad Corporation
  • New Zealand Transport Agency
  • Greater London Authority

Outside of work Renee enjoys running, which gives her a unique insight in to how pedestrians interact with the surface transportation network.
