The Municipal Planning Department will give a brief overview of the highlights and updates to the downtown development code. Chapter 11 of Title 21 is uniquely focused on development in downtown and has been updated with support from a local expert working group and municipal staff.

Daniel Mckenna-Foster is a Senior Planner in the Long Range Planning Division of the Planning Department at the Municipality of Anchorage. Mr. Mckenna-Foster manages the EPA brownfields program and code update projects related to housing and zoning. He has worked in federal planning, housing planning, and long-range planning in Washington D.C., the Kodiak Island Borough, Corvallis, Oregon, and the Municipality of Anchorage. He has most recently managed updates to the Accessory Dwelling Unit, R-4A Mixed Use Zone, and Reinvestment Focus Area code sections in Title 21. He staffs the Watershed and Natural Resources Commission.

Kristine Bunnell is the Long-range Planning Manager in the Planning Department at the Municipality of Anchorage. Ms. Bunnell has successfully obtained and managed several federal grants into the millions from federal agencies including the EPA, FHWA, and DOI. Her experience including managing high-profile planning projects such as the Merced River Wild & Scenic Management Plan for Yosemite National Park, the Clark County Regional Trails Plan in Las Vegas, NV, and the Anchorage UMED District Plan for the state of Alaska’s third largest employment center.
Ms. Bunnell currently manages a team of two planners and one admin who are very busy with land use planing and Title 21 code updates. The Long-range team also staffs three advisory commissions specifically focused on watersheds and natural resources, historic preservation, and the geotechnical issues facing development.
Education and Community Affiliations
- Ms. Bunnell has a Bachelor of Science in Information Systems (1993) from the University of Redlands, Redlands, California.
- Ms. Bunnell is a National Park Service Certified Historic Preservation Planner, and a member of the National Trust for Historic Preservation.
- Ms. Bunnell is also a published writer (Government Hill Yesterday and Today, Western Planner, and Sustain Alaska Magazine). She has been serving on the Western Planner Editorial Board since 2015.
- She is a former board member of Alaska Trails.
- Ms. Bunnell was voted “Planner of the Year,” by the Alaska Chapter of the American Planning Association in 2016.
- Ms. Bunnell volunteers annually for The Last Great Race on Earth – the Iditarod Trail Sled Dog Race!
- She is also a workshop coordinator for Dave Ramsey’s Financial Peace University.
- What delights her more than anything is spending time with her grandkids who live 2 streets away from her in College Village.
